Given that asker didn't post at SO and assuming that minor difference in quality filter settings between Programmers and SO didn't play role here, one possible explanation could be that asker somehow realised that question like that wouldn't fly at Stack Overflow.

They could maybe learn about this from colleagues or classmates or maybe even from their prior (blocked and deleted so that there's no way to tell) SO accounts. In this case, they could probably think that Programmers is a possibly safer place to try their luck (given quality of the questions asked, I consider it evident that they didn't pay attention to Help Center).

If this was the reason for choosing our site to dump their stuff at, then there's probably nothing that we can learn from SO here, if only that growing site much larger won't help with this either. I mean, yeah, probably many more potential askers are now aware about SO quality requirements, but questions I vote close 40 a day every day in SO review queue suggest that there's more than enough those who don't know or don't care.

One option worth considering is for system to automatically detect some of the potentially troublesome questions and feed these for Triage review without polluting site front page, but as far as I know this feature is not yet ready to use (still under testing at SO).
