How is it different from all other programming-related sites? SO, Programmers, CS, Code Review etc?

Looking at http://softwareengineering.stackexchange.com/https://softwareengineering.stackexchange.com/, I see questions like "Can a function be pure if it depends on an immutable class-level field?" (programmers), "How to use git when project files are on different drives?" (SO, U&L), "ASP.net Application - wait for sproc response from service broker" (SO), "Cyclomatic complexity vs performance" (CS).
